The 1996 Copyright Law Amendment (PL 104-197), also known as the Chafee Amendment, limits the exclusive rights of copyrighted materials to allow for their reproduction and distribution for use by blind or other persons with disabilities. The amendment's text is available from the
U.S. Copyright Office. In addition, Section 306 of IDEA 2004 modifies the amendment's exemption by giving K–12 publishers the right to provide materials for which they may not hold digital rights to the NIMAC at the American Printing House for the Blind (APH) and by adding large print text to the list of qualifying specialized formats.
